Most rewards aren't new, returning from prior events, such as New Life Festivals starting back in 2016. There are a few new rewards, such as the Powderwhite Coney pet.

"As you can see, we’re bringing back the fragments for all of 2021’s quarterly event rewards, allowing you to catch up and complete previously available morphs," Zenimax Online Studios, the developers of "The Elder Scrolls Online" said in the announcement of the 2021 New Life Festival.
